The Insan Organization for Rights and Freedoms strongly condemns the heinous crime of executing prisoner Issa Muqbil Ali Aoun Abdu Al-Afeeri in Taiz Governorate, who was affiliated with the Sana’a forces and officially listed among the recognized prisoners in the UN-mediated negotiation files. This crime was committed by forces affiliated with the internationally recognized government, in blatant violation of the provisions of international humanitarian law.
This act constitutes a flagrant breach of the Third Geneva Convention of 1949, which stipulates in Article 13 the protection of prisoners of war from any acts of violence or threats, and prohibits under Article 130 the execution of prisoners without a fair trial.
It also violates Article 6 of the International Covenant on Civil and Political Rights, which prohibits arbitrary deprivation of life.
Insan Organization affirms that this crime constitutes a full-fledged war crime, requiring an urgent and independent international investigation and accountability for the perpetrators before international justice, in accordance with the Rome Statute of the International Criminal Court.
The organization calls for:
Immediate intervention by the International Committee of the Red Cross to monitor the conditions of prisoners.
Inclusion of those responsible for this crime in international sanctions lists.
Obligating the forces and factions affiliated with the internationally recognized government to respect international humanitarian law.
Insan Organization also urges all human rights and media organizations to condemn this crime, to work collectively to end violations against prisoners, and to ensure that the perpetrators do not escape punishment.
