Hadramout Governorate is heading toward an extremely dangerous turning point amid on-the-ground developments imposed by the Southern Transitional Council, which have contributed to further complicating Yemen’s overall landscape and opened the door to intertwined political, security, and humanitarian repercussions.
Local reports and field testimonies indicate that this control has been accompanied by extrajudicial killings, forced displacement affecting hundreds of civilians, and the looting of public and private property—reflecting an alarming escalation in the pace of violations and paving the way for new waves of violence and instability in the governorate and its surroundings.
Imposing security and military arrangements without popular consent, and prioritizing coercive solutions over comprehensive political approaches, risks tearing apart the social fabric of Hadramout, deepening societal divisions, and expanding the scope of violations—especially given the fragility of the overall situation and the absence of effective state institutions capable of protecting civilians and enforcing the rule of law.
These developments also cast a heavy shadow over citizens’ living and economic conditions, as they disrupt economic activity, threaten sources of income, raise the cost of living, restrict movement and trade, and create an environment hostile to investment in a governorate that is considered one of the most important pillars of Yemen’s national economy.
Political and human rights analyses warn that the continuation of this approach—based on imposing a fait accompli by force—will entrench a climate of impunity, reproduce cycles of violence, and undermine prospects for comprehensive peace, rather than contributing to any genuine path toward stability or addressing the root causes of Yemen’s crisis.
In light of this reality, there is an urgent need to halt all abusive practices, respect the rights of civilians and their property, and return to an inclusive political process grounded in the will of the people of Hadramout—one that places Yemen’s interests, unity, and stability above factional considerations and narrow military alignments.
