Israel Deliberately Targets Civilians in Clear Violation of International Humanitarian Law

The Insan Organization for Rights and Freedoms strongly condemns the airstrikes carried out by Israeli warplanes, in coordination with the U.S. Air Force, on the evening of Monday, May 5, 2025, on Al-Hudaydah Governorate in western Yemen. The attacks resulted in the destruction of Al-Hudaydah Port and the Bajil Cement Factory, killing two workers and injuring at least 42 civilians as an initial toll, in a blatant act of aggression that constitutes a clear violation of international humanitarian law.


The organization affirms that Sana'a’s actions in response to the ongoing crimes against civilians in the Gaza Strip are grounded in Article 8 of the Rome Statute of the International Criminal Court, which obligates states to take effective measures to prevent crimes against humanity, including the use of available means to deter the aggressor.


"Insan" considers Israel's public boasting of using 48 precision-guided bombs to destroy an entire civilian port—confirmed in official statements to Hebrew media—clear evidence of deliberate intent to inflict maximum harm on civilians and infrastructure, amounting to a war crime under the Geneva Conventions.


The deliberate targeting of Al-Hudaydah Port and the Bajil Cement Factory, both civilian facilities, and the resulting civilian casualties, reflect a systematic pattern of collective punishment, the spread of fear, and the severing of lifelines for millions of Yemenis—acts that are criminal under international law and cannot be justified under any circumstances.


"Insan" warns against Israel’s continued use of media manipulation, including invoking claims of "response and self-defense" as a pretext to obscure clear and documented crimes—an approach it has repeatedly employed whenever international condemnation of its actions in Gaza grows.


The organization calls on the international community to take urgent measures, including the imposition of political, economic, and military sanctions on Israel; halting all forms of security and military cooperation with it; freezing the financial assets of individuals involved in committing or inciting such crimes; imposing travel bans; and suspending trade agreements and privileges that contribute to funding the machinery of violence and violations.


Finally, "Insan" stresses that these violations do not absolve Israel of its legal responsibility under international law, including the obligation to conduct serious investigations, hold perpetrators accountable, and provide redress for victims. Nor do they exempt other states from their duty to ensure accountability and prevent impunity.
