Victims Without Justice: "Insan" Documents U.S. and Israeli Crimes in Yemen

Today, in a press conference held in the capital Sana’a, Insan for Rights and Freedoms launched its new human rights report titled: “Victims Without Justice: U.S. and Israeli Crimes in Yemen – First Half of 2025.”


The report stated that U.S. and Israeli airstrikes during the first six months of this year constituted a systematic pattern of grave violations amounting to war crimes, documenting 776 casualties between dead and wounded—most of them civilians, including women and children.


In her speech, Amal Al-Makhadhi, Deputy Chairwoman of Insan for Rights and Freedoms, said the organization’s team worked diligently to produce the report as a reference for holding perpetrators of war crimes against the Yemeni people accountable.


For his part, Ali Taysir, head of the National Human Rights Commission, stressed that under international humanitarian law, the four Geneva Conventions, and all applicable international laws, such crimes are not subject to statute of limitations. He emphasized that there must be legal accountability for all those committing war crimes and crimes against humanity by targeting civilian facilities, markets, and even cemeteries.


The report documented a series of major crimes, most notably the targeting of civilians in residential neighborhoods and markets such as the Farwah Market in Sana’a and various areas in Saada and Hodeidah. It also highlighted the massacre at the migrant shelter in Saada on April 28, 2025, which killed more than 70 Ethiopian migrants while they were asleep, in addition to the bombing of the Ras Issa oil port that killed 84 civilians and deprived the country of a vital source of fuel and food. The report further noted repeated attacks on critical facilities such as ports, power plants, water stations, and airports relied upon by more than 25 million civilians.


It affirmed that these strikes violated the principles of distinction and proportionality enshrined in the Geneva Conventions, being deliberate attacks on purely civilian objects without any military necessity.


The report called on the international community to pressure the United States and Israel to immediately halt their military intervention in Yemen and to comply with international humanitarian law. It urged the UN Security Council to establish an independent investigative committee and impose sanctions to ensure accountability.


It also encouraged human rights organizations to continue documenting crimes and to provide legal and psychological support to victims, while calling on international media to intensify coverage and expose the role of foreign powers in these violations.


The event witnessed wide participation from representatives of local and international media, who covered and documented its proceedings, reflecting growing interest in shedding light on the violations committed against the Yemeni people and in conveying the truth to global public opinion.
