Targeting Hodeidah Port and Civilian Facilities Exacerbates the Suffering of Yemenis and Threatens Regional Security

Insan Organization for Rights and Freedoms strongly condemns the Saudi military escalation that targeted Al Hudaydah Governorate on the evening of Friday, July 24, 2026, through a series of airstrikes that hit Hodeidah Port, facilities belonging to the Yemen Telecommunications Corporation, and Kamaran Island. According to preliminary reports, the attacks resulted in injuries to a worker and a civilian woman, in addition to causing material damage to civilian objects and vital infrastructure.

Targeting ports, civilian facilities, and infrastructure upon which the civilian population depends constitutes a grave violation of international humanitarian law, particularly the principles of distinction, proportionality, and the obligation to take precautions during military operations, as enshrined in the Geneva Conventions and the customary rules of international humanitarian law.

The Organization affirms that the continued targeting of vital infrastructure in Yemen further aggravates the humanitarian suffering of millions of civilians and threatens to deprive them of essential services and livelihoods. It also risks dragging the entire region into a large-scale military confrontation with serious consequences for regional security and stability, the safety of international maritime navigation, global supply chains, and the international economy.

The lifting of the blockade imposed on Yemen constitutes an obligation consistent with international law and the Charter of the United Nations, and represents the most effective means of protecting civilians while sparing the region and the world from new economic and humanitarian risks.

The Organization further emphasizes that the continuation of policies based on military escalation and blockade will only deepen the humanitarian crisis and threaten collective security as well as regional and international peace.

Insan Organization for Rights and Freedoms calls upon the international community and the United Nations to fulfill their legal and moral responsibilities toward civilians in Yemen by taking urgent action to halt the military escalation, ensure respect for the rules of international humanitarian law, and work toward lifting the restrictions imposed on Yemen in a manner that guarantees the protection of civilians' rights and preserves their human dignity.
